What is the upper lateral and who is responsible for it?

All upper laterals belong to the property owner. It is the pipe between your building or home
that connects to the public sewer system.

When does the Private Lateral Inspection Requirement go into effect?

On July 1, 2025, the point-of-sale inspection requirement goes into effect.

If you are selling a property that is connected to the District’s sanitary sewer system and the
property is not exempt, an inspection must be performed.

What properties are exempt?

If the lateral was originally installed or has been replaced under District permit within 10 years
prior to the date of sale, it is exempt from the inspection requirements.

Who conducts the inspection?

The home buyer, seller or either party’s realtor must hire a private contractor to perform the
inspection of their private lateral.

What is an upper lateral inspection?

An upper lateral inspection is performed using television video inspection equipment; a
contractor will tv the line from the building to the main or District Clean Out and document any findings.

When does the inspection need to happen?

The inspection must be completed and report provided to the buyer, seller and District at least
10 days prior to the close of escrow.

What is the inspection report?

The inspection report includes the Private Lateral Inspection Report Form with video footage
and a report of findings attached to it.

What kind of findings would or should be noted in the report of findings?

Contractors may note instances of offset joints, root intrusion and cracked or broken pipe
segments.

How do I submit the inspection report to the District?

The Private Lateral Inspection Report Form and attachments shall be submitted online to
ULProgram@vallejowastewater.org

Am I required to repair or replace the upper lateral?

No, the property is only required to be inspected.
